If so much mail was returned, it appears to me that you may not have been checking your box regularly. The Post Office gives a 10 day grace period during which time your box is locked out, but mail is not returned. On the 11th day after being overdue, the lock is changed and the mail is returned so the box can be rented to the next person. If you had checked your mail in that 10 day period, your key would not have worked, but your mail would still be there. Is it possible that you did not even check your mail during the time that the notice was in the box? I say this, because that is usually the reason that boxes are closed and mail returned when the customer says they did not get a notice.

Get real!! You're going to sue the USPS for following government regulations?? Its all there in black and white, and most likely you signed off on them and KNOW they are only doing their jobs! Go ahead and make a fool of yourself and sue...........it will never go anywhere. You don't have a leg to stand on.

you could have simply gone and PAID the rent every six months WITHOUT ever needing a rent notice. Mortgage companies don't send a "mortgage payment due" notice every month. They only send you a deliquency notice after something like 90 days warning you that they are about to begin forclosure if you don't pay up! Likewise, apartment managements don't send a "rent payment due" notice every month, do they? Apartment managements only send you an eviction notice after something like 90 days stating that they are about to kick you out if you don't pay up pronto! Sheesh.... if keeping that PO Box was soooo important TO YOU, then YOU should have been proactive and kept track of when YOU were supposed to pay your box rent. If your rent were due Jan 15 and July 15, then you would simply stop at the PO during the first week of Jan and the first week of July and pay it! This is not brain surgery! Make all the talk-tough threats you wish, but I doubt you will ever get anywhere suing the PO over this.
