This is too bad and everything but she was rushed to emergency, had been given Morphine, was only wearing a gown and no slippers and had a 9 inch open incision with packing inside and holding an IV pole and it's raining out? In addition, of course, she had recently had a serious operation and several staples had come out.
Then with all that going on you left her to get something to eat? AND then she just HAD to go outside to smoke? That's just nuts! I can't imagine leaving someone in that condition. An emergency room is a very busy place and the people there are attending to many people with serious issues so she was your responsibility.
Maybe people didn't respond correctly, I don't know, but this whole thing would not have happened if you hadn't left her in this condition and if she wasn't apparently hooked on cigarettes. It seems to me like you and she certainly share a large part of the blame. Yes, she could have died but I think you are both lucky she didn't.
I'm sure this will make you mad but based on what you posted here, that's how I see it.

because for to years i have been doing everything step by step that the us department of justice told me so they can review all the case and 1 year after they told me that based on the review they needed to send my moms case to the criminal division section of the department of health and human services for further actions to be taken the reason i posted what happend on this wesite is because i still see the same doctors walking around i work in the lab section partime so i know who is working

The obvious question would be, why are you reporting it now? Unfortunately, she needed a smoke, and of course can't smoke in the hospital.
It was almost her last act.
