USBI is what is called a casual billed acct, this usually happens if there is no long distance service on your phone, or if you only have state to state, or instate on your phone, there are still things like local long distance that has to be billed somewhere. If you are recieving a USBI bill what i would suggest is talking to your local exchange carrier and making sure you have long distance carrier showing in their system. Also if you do contact your long distance carrier and making sure that you have everything covered, including local long distance, it can add up very fast.

I have recently discovered that my small business had been charged, since Feb 04, for USBI charges on my Verizon bill. I tried contacting USBI, and got perpetual ringing and computer responses. I tried their webite, and it was useless. Finally, I contacted Verizon and they agreed to credit me back to Feb 04 for all USBI charges, and to block these charges from my account b/c "as a Verizon customer all of my calls should be traveling on the Verizon network and lines." Verizon advised that if your calls cross or enter another network, companies use USBI, a legitimate billing service for the telecommunications industry, to bill through a user's primary carrier. The fault is in the network using the USBI, not the USBI itself. The primary carrier has no way of knowing if you subscribe or agreed to pay those fees. They also recommended a call to the FCC from the consumer to track down the originator of the billings for possible fines and sanctions.

Tell qwest to do a mechanized adjustment of the usbi charges make sure that your local long distance and out of state long distance is not usbi when they do mechanized adjustment which they will do the charges will come off of your qwest bill and back to usbi this will protect your qwest credit

I also had a problem with USBI, but qwest kept taking the charges off, I finally got a hold of USBI, and got it cancelled, so keep trying.
