Every gas can I have ever owned holds more than the amount specified on the side. This is to allow expansion. Every 5 gallon can I have (5 of them) holds 6 gallons if you top them off. There is a line on the side that shows the 5 gallon fill point. My little 1 gallon can for my 2 cycle stuff hold 1.5 gallons if I top it off. You aren't supposed to top them off. There has to be room left for expansion.

There would seem to be something wrong as a 20% difference is a huge amount. I do not know if you have already tried the Department of Weights and Measures at the County Level. If not the information is below. At the very least they should be able to give you the correct number to contact. I believe in most states, there should be a decal on each pump that certifies the pumps' accuracy. There should also be a phone number on that decal to report problems. There are 231 cubic inches of liquid in one gallon at 60 deg F. A gasoline pump should pump 1155 cubic inches of gasoline (5 gallons) and be within 6 cubic inches of that amount both at full flow and reduced flow rates. It sure does sound like the pump is way off. We've had a few Valleo stations show up here in the Phoenix area. Thanks to your input, I'll be very careful if I get desperate enough to buy gas from them.
