Aug 2019: Millie the VERY aggressive, unemployed girlfriend of the apt Owner at 4603 Loughborough Ave, St Louis MO 63116 (not on his payroll, has NO TITLE) told the City of St Louis electrical inspector Tim that she's the owner of the four $595-$650 monthly apt bldg (NOT Section8).  After a taxpayer filed three Inspection complaints (no Inspector made ANY appointment to meet with her or called her) Tim shows up unannounced, knocks on the wrong door at 4603 Loughborough Ave, where Millie lives. Again, Millie has no authority whatsoever. 

   After talking to the taxpayer, the Inspector left the property, didn't mentally absorb ANYTHING that the taxpayer told him, yet typed in his online follow up Notes that he talked to the Owner (who was actually at work). Adding insult to injury, Tim W. stated that the taxpayer has an A/C issue (the a/c is great) and that he gave the taxpayer advice! I've been a taxpayer in STL for 40 years and THIS is how my tax dollars are wasted.

Millie the VERY aggressive, unemployed girlfriend of the apt Owner...Millie has no authority whatsoever.  Really?  I am curious as to how you came to the conclusion she has no authority?  As the girlfriend of the owner, it sounds like the owner provided her the authority to act on the owner's behalf while he was at work.  Millie would then act on the owner's behalf, speak on his behalf, and as you said... typed in his online follow up Notes that he talked to the Owner.  As the owner's agent, Millie and the owner are one and the same legally.  Accordingly, she has the authority.

After a taxpayer filed three Inspection complaints (no Inspector made ANY appointment to meet with her or called her) .  The obligation of the city inspector is to contact the owner of the building, or the owner's agent to perform the inspection.  In this case...that would be Millie.  Since you are not the owner of the building - you just filed the complaint - the obligation for the inspector is to contact the owner of the building to determine whether, in this case, there is an electrical issue.  If there is an issue, then the inspector provides the owner with corrective actions the owner (or agent) must take.  The inspector does not and will not talk to you, since you are not the owner of the building.

My suggestion for you as a taxpayer is to speak nicely to the girlfriend when you see in her in the hallway, and stop hiding behind the term 'taxpayer'.  You are just a tenant.

SO how is this a ripoff to you? DO you live in the facility?? CAN your prove what you are reporting?? And NO I do not know this person!
