Club Give LLC William David Would not give me a refund like he stated for an item I bought that was not used or opened Los Angeles California

I bought this from jacket from this company and before they sent it out I asked how long will it take and he said a good while. So I asked could I get a refund cause I need it in 19 days and he said no...wait til you receive it and then I will refund your money. It took him 30 days to send the item and I kept emailing him asking for the item and he ignored my emails. So I had to get PayPal involved.
PayPal put out a case and he finally sent the tracking number 11 days later even after I told him it was a prom jacket for my son's prom which I had to buy another whole suit. Finally got the item 30 days later and he's telling me now that he can't give me a refund because it's not damage!
Of course it's not damage because I didn't use it dummy! A bunch of bullshit. He kept my money now I'm stuck with an item I can't use for $100. DO NOT BUY FROM THIS COMPANY!!! THIS US A WARNING BECAUSE THEY ARE NOT FAIR!!!
