They aren't here to either read your complaint or listen to you, and reading your response is all caps is very annoying to the rest of us that have to read this.

At this point, they aren't going to do anything until you sue them in small claims because they have no reason to do anything for you.  They consider the matter closed, which is what I would do.  Once you file your suit and have them served, then one of a few things will happen:

1.  They will settle and provide you the money.  If this was a few hundred dollars, then they would do it because this simply isn't worth the time.  If several thousand dollars are involved, then it won't happen.

2.  They will provide you an updated accounting that explains what the additional amount you paid ended up going to.  If I were them, I would do this, but I'd bet you still won't be satisfied even after you read it.

3.  They won't do anything and then you will go to court to try and obtain a judgment.  The problem is that you could end up losing in which case, you'd be out court costs and your time.

I will once again explain the reality of the situation.  Security deposits for an apartment are theoretically returnable, but that's in theory only.  In practice, the deposit is used to repaint, repair, clean, recarpet, replace kitchen oven/stove, bathroom fixtures, etc.... which you agreed to when you sign any lease for an apartment.  In general, there is virtually nothing returned - although in some cases you will get a fraction of it back.

Honestly, if you were hoping for thousands back, it's time to face the reality that it won't happen.

It is more than likely your additional deposit was used to bring the place back to a rentable situation.  I am not indicating you're a slob, but these places charge you for cleaning the place after you leave, repainting when you lived there for a certain number of years, filling in holes where paintings once hung, and anything else they can think of. 

Those costs are then taken out of your deposit.  If they did not provide you a final accounting, then you should obtain that accounting to review.  However, whatever they provide you will probably indicate the deposit was used for exactly that.

If I had to guess, the reason they collected an additional deposit amount in 2017 was due to the fact that the property management company was finding the costs to bring an apartment back to a rentable condition were going up.  A review probably showed the existing deposits on the books for many long-time tenants were no longer sufficient. 

If you leave and either the deposit is insufficient, or there is an amount due after 30 days, there is almost no leverage property management has for you to pay the balance.  So they collect it upfront in an increased deposit at the beginning of a new lease.  They can call the increase whatever they wish - that's what it's used for.

Until you get a final accounting, it's a bit premature to shame anyone because at this point, I don't see the ripoff.  The reality is that your expectation of getting a deposit back anytime you've lived in an apartment for 3 or more years is WAY TOO high, and your chances of seeing any of it come back at this point are really low, and none of it has to with accounting errors, or something similar.  Financially, you have to look upon the deposit as additional rent you're basically paying over the entire term of the period you're living there.
