File a complaint, which turns into an escalation order against the installer. The minimum resolution would be to use white cable to install your house if there's no other avenues available. As for the receiver, different areas do indeed have different receivers. Not all cable is created equally. If you're in an area that is 500 mhz your equiptment will be different from those that receive broadband services etc. Some areas are built (or rebuilt) with reverse, others not. You shouldn't have to pay for a bad install. It either needs to be corrected, or an adjustment should be made to your bill. Believe me, cable companies, (even if they're the only circus in town) don't like trouble calls. They (in most cases ) are required to have a franchise license. Check with your local Chamber of Commerce to find out what your options are. In most places, the cable company doesn't like to deal with the Chamber because it looks bad come renewal time. Good Luck!
