This coincidentally happened the same week that the puppy mills bill HB 2470 passed. It made pet stores liable for selling ill puppies. HB 2470 specifies conditions under which pet dealers must provide refunds, replacement, or reimbursement if a dog is found to suffer from certain diseases or birth defects. This will offer recourse to purchasers who learn that their puppy has serious emotional or health problems. In many cases owners find themselves overwhelmed and the distressed dogs are given up to local humane societies. The bill also limits breeders to owning no more that 50 sexually intact dogs 2 years or older.
Besides limiting the number of dogs, the bill spells out exercise, space and cleaning requirements for pups. They can't be kept in stacked cages, and breeders must maintain health records for each dog, including the date of birth and size of litters. Pet stores must disclose information about the dog's breeder. The maximum punishment for violating the provisions is six months in jail, a $2,500 fine or both. The law goes into effect Jan. 1.
It's not surprising that Scamps Pet Center closed down. If you look at the events that have happened up until now, you can see why they closed their doors.
There have been many protests outside their stores. Scamps pet store was recently exposed in an undercover report by KGW Channel 8s Anne Yeager, who obtained veterinary records and interviewed multiple victims who have purchased sick and genetically defective puppies from Scamps. The story also tells how Scamps buys from puppy mills.

The Radical Cheerleaders for Animal Rights performed shortly before IDA's Matt Rossell was forcefully tackled by Mall Security in front of Scamps, which also brought attention to Scamps selling their puppies from puppy mills.

There have been multiple puppy mill raids recently everywhere, including one last month which is one of the nations largest raids in Kennewick WA, where more than 400 American Eskimo dogs were removed from a puppy mill that is being called "one of the worst cases" of animal abuse. 100 of the American Eskimo dogs have been sent to the Oregon Humane Society for adoption.
But that's not all. Salem Scamp's store manager Laura Lien, 59, was cited for animal neglect after two dogs and a rabbit were liberated by police from the store in Lancaster Mall on April 10 because of "poor health conditions." http://portland.indymedia.org/en/2009/05/391068.shtml
So as you can see, it's not surprising that Michael Twain (Scamps President) is closing his doors of cruelty and neglect....hopefully forever.
