Make a call to who actually supplies your water. Tell them your story and ask them to check your meter and what is tied into your meter.
Once upon a time we rented a second floor 1 bedroom apartment and no matter what we did, our electric bill and water bill was crazy for the year we lived there. When the people downstairs moved out we moved down there, 2 bedrooms, huge living room, dining room, washer and dryer, rent was only $50 more.
All of that, I was afraid bills would be a killer. Our electric bill dropped to $5.87 a month and the water bill to $1.20. No matter how much electric or water we used, those bills never changed.
Call who ever supplies your water, probably the City and get your meter checked to see what is tied into it. Your landlord might have the sprinkler system on your meter for all you know.

While it's remotely possible the meter is inaccurate, revenue grade meters are rarely found to be inaccurate.
"After finding this site, I found out that I am NOT the only one experiencing these problems. All of these other people have been experiencing the same type of scam I have. This billing company is ripping everyone off and getting away with it. "
Who, exactly are the "everyones" you refer to in your posting?
I don't find any others on Ripoff Report and BBB gives them an A with only 5 complaints (resolved) in over 5 years.
Please provide a link to the information you used to state this or list all these "other" people.
What proof, exactly, do you have you're being scammed? If you have that knowledge, you should take legal action against AMS.
