I know it may be hard, but when you confront them with a certain attitude or vibe, you may be putting them on notice that they will soon be getting a visit from animal control, and to correct the problem as soon as you walk out the door. If AC doesn't see it, it will be a ' complaint unfounded, no violations observed ' type deal. Put the number to your local AC in your phone, whenever you see a violation, or something you believe to be, walk out and call as soon as you are far enough away. AC will show up soon to inspect. If it's bad enough, or if it happens often enough, they will get cited, and/or fined, and it can cause alot of problems for them.

UNDER STATE LAW AN ANIMAL CONTROL OFFICER MUST INVESTIGATE ALL NEGLECT CLAIMS. MAYBE THEY WILL FOLLOW STATE STATUTES-IF NOT THEY WILL RECIEVE SUMMONS AND STATE FINES
