I was head of Certification for Dr. Robert O'Blocks original group-The American Board of Forensic Handwriting Analysts. Ron Rice was the head of the graphology-Profiling section with minimal training in QD at the time(1993)

Dr. Ray walker was a prominent graphologist in Texas in 1993 and taught Graphology classes. He had a company called "Universe".

He applied for certification to me as head of QD certification for O'Block. I refused to certify him as a Questioned Document Examiner. He did not meet O'Blocks system. A big fight ensued w/Walkaer and O'Block oer my refusal to certify Walker as I felt he was not qualified. Against my wishes and w/o my knowledge, O'Block mailed out THIRTY (30)  certifications to individuals I felt were not qualified, including Dr. Ray Walker, whose "Doctorate" was in Metaphysics. When O'Block was confronted about this by me and Marcel Matley, among others, he admitted what he had done. Marcel and I quit the group.

I later found out that Ron Rice(head of O'Blocks Graphology(profiling) section) "Certified" Walker on October 31, 1993. Walker died in May of 1994. Therefore, it is impossible that the Bagget's could have had daily personal training for two years under a certified Document Examiner since Walker was "certified" in October of '93 and died in May of '94 and as I said, he was "certified w/o my knowledge or consent and against my wishes. It was my opinion that he was NOT qualified as a Document Examiner.

I am currently looking for copies of ANY transcripts where Walker testified to see how he represented his qualifications. If his testimony was accepted based on fake credentials, then I don't believe any rulings made about his testimony are valid.

 And unless the Bagget's can produce daily, dated ink records of their training w/Walker(which has no value in my opinion anyway)that can be verified, then it can not be proven. And now there are reports circulating that Bob Biaer, a student of Baggett and Koppenhaver,(whom the court, in the case of The Estate of Florence Kruzek failed to qualify a student of Koppenhaver and Baier for failure to provide "hands on" training) has been indicted. I am looking for confirmation of this.  Mr. Baier was blasted by Judge Gigante in The Matter of Mooney for his numerous failures.
