A little over a month ago, my daughter received a solicitation to download a free ring tone on the web. She went to the site, followed the instructions. Among the questions she was required to respond to was the "yes" or "no" to subscribing to other services or to only the free ring tone. She checked the "no" box.

In order to receive the free ring tone, she had to use a pin number this company sent to her cell phone. Consequently, this is how they subscribed her to the unwanted services, which ended up as a $9.99 a month charge on my cell phone bill.

I called T-mobile and was given a one-time credit for the charge. I next contacted Blinko and when I explained the situation, the customer care rep said a refund would be issued.

I have received an email from customer care rep June Curtis explaining that because my daughter received the pin number, she is enrolled in the club.

As best that I can determine, this company is an international operation. The number is 800-971-2271. I am filing complaint with Federal Trade Commission. The FTC has a web site with complaint forms for consumers.

I have had good response from the FTC in the past. Normally, they do not take action unless enough complaints are received. But with the number of complaints on this site and scattered across the web, it is my belief that the FTC is the proper organization to file a complaint with rather than the PUC.

T-moblile has blocked my service so that Blinko cannot submit charges.

I would also suggest filing a complaint with your state's Attorney General's office. I plan to copy complaints from the web and submit them, along with mine, to the AG's office here.
