BC/BS changed their mailing address and sent ONE notice that we missed as payment were being made (electronic) through our bank and we never opened their invoice. Funds were just sent. For over six months I learned payments were sent to the wrong address but forwarded on so payments were never late. No notice weree asent our advising we were using wrong address, they just took our funds.
In july and august they didn't forward which caused my wifes policy to be canceled for non-payment even though they had the funds in their system somewhere. Once this happened she had to file for re-instatement. Now they will reinstate if we pay for three months. We filed the letter to reinstate Sept. 21 and it took 30 days to get an answer (Oct 19) plus they want the next month. I was advised it still had to go to CMS for reinstatement and they could turn it down. She stated if turned down I "would have trouble getting my money back". I then pointed out I would visit their office as the amount due by refund would be $344.00.
Just spoke with Kristen Smith at BCBS and advised reinstatement could take more then thirty days and during that time we pay for everything. If you are using then for your Rx card with Medicare you only have a two month (11/16-12/31) window to move from one company to the next. The appeal could take more time then that and then you can't file for another year for an Rx crd after 12/31.
Go elsewhere.

Lesson to be learned: When someone you pay bills to sends you a letter, you should read it. There is not rip off here, you ignored correspondance from them informing you of the change.
