The gentlemen running the Bradenton, Florida, Scuba Quest refused to fill my SCUBA tanks. He did so because I "inspected them myself." I am aqualified and certified visual inspector under Professional Scuba Inspectors, and I am an active duty service member in the military.

This man, who did not name himself, was very rude to me. As soon as he saw my tanks, which were in hydro, inspected two days prior by me, and in wonderful shape, he told me that he wouldn't fill them because I did them myself. I informed him that I was certified to do so, and told him my inspector number (which was also annotated on the tanks' respective stickers). He told me that he did not care, and that he would not fill them.

Do not shop here. The guy who was working there was rude, poorly spoken, and does not deserve your money. If you are a service memeber, veteran, or family member of a service member, then I recommend that you avoid this shop.

FYI, title 49 of the combined federal regulations mentions this:

173.34(e)(3) Visual Inspection.. each time a scuba cylinder is retested, it must be visually inspected, internally and eternally, in accordance with CGA Pamphlets C-6, C-6.1 as applicable.

The only requirement in the Code of Federal Regulations for visual internal and external examination is at the time of retest (once every 5 years, etc) Annual visual inspections are by mutual agreement... scuba cylinder owners submit their cylinders for annual inspections to individuals known to have been trained and certified to do annual inspections.

A person who only performs visual inspections on DOT or ICC specification cylinders is not required to obtain a retester identification number. However, a compressed gas cylinder may only be rejected by a person who has obtained such a retester identification number

A person who is certified to inspect their own SCUBA tanks, and is certified to do so, is perfectly within their right to get service at any local dive shop.

The bottom line is that you should avoid this place like the plague. Clearly someone who knows so little about the CFR, and SCUBA in general, should not be selling or servicing dive gear.
