bux.to is a scam & yet they still are going, why? Internet

If you have never heard of the website bux.to then consider yourself lucky.
For 2 Years now, I have been trying to get at the very minimum my investment back.
When I first heard of bux.to it sounded like a great new way to make some needed money. I invested what little I had into upgrading to their Premium Membership, and buying referral packages from the website. I clicked ads, and watched as the referrals that they sold me stats went up, and I was excited about the kind of money that I was making.
When I reached an amount that would pay me back close to what I had invested, I decided to make a request to cash out $600 of the over $3000 that they now owed me. Then one day it started getting funny. All the sudden I was unable to reach the site & log in, so I joined the forum to hear the moderators & staff saying that the site was being attacked by a ddos, and that was why people could not log in.
That was not the only thing that I had found out after joining the forum. I had also noticed that a lot of people were not being paid what they were owed, and after waiting for my payout for over 4 months, I decided to ask questions in their forum on why it was taking so long.
Well they do not like it when people start asking where the money is, and eventually banned me from the forum with no answers, and leaving me wonder where was my payment.
The TOS at bux.to stated then as it does no that as a Premium Member, which I paid to become before requesting payment, would be paid in 30 Business days, which at most should be around 45-50 calendar days.
I have now been waiting for nearly 2 Years since I made that request on April 22, 2008, and as of Today's date Feb 11, 2010 I have received $0 & the same excuses for the last 2 Years.
The bad thing is I can not even really contact anyone their or get any real support, because it is a moderated to avoid answering questions, and they just easily ban you from their forum if you complain. The ONLY thing that they allow anyone to see is what they want you to see and remove anything bad that is said.
This website has been scamming people now for at least 3 Years & I am just wondering why it is that they are still around.
Hey remember when warnings of Bernie Madoff went unanswered and unquestioned?? It seems to me that whenever someone wants to run a scam, and people complain & prove that it is a scam then those that we trust will put an end to it are no where to be found.
Trust me when I say that this is a SCAM, and they need to be stop. PLEASE someone do something about this scamming website.
