You can read all about it under consumer scams at FTC(dot)gov.
It is interesting to note that they have now included language that this bogus debt is 'not calculated in any bankruptcy law'. Especially since the scammers have no force and effect over US law. It is almost funny, except that some people actually believe these emails and that is tragic.
