There is no loan. There never was going to be a loan. The whole thing is a scam to get you to load money onto a reloadable type card and give up the numbers for the scammer to get the funds.
Go to the FTC(dot)gov website and look up consumer scams. You will see that this one is called the Advance Fee Loan scam. It is not legal for any lender to charge you a fee upfront for a consumer loan in the USA. You can file a report with the police and with the FTC and the Attorney General's office for your state. It is doubtful that you will get your money back, but it doesn't hurt to try to get it back. Maybe someone will read your report and not provide their funds to another scammer.
Next time someone asks you to put money on a reloadable card and give them the numbers to "prove" anything - just say no. It is always a scam to get your money.
