it's common to do so on a DEBIT card to be sure they get paid for the potential maximum amount of gas you bought.
It's NOT just Chevron.
And, no, you wouldn't have been able to buy gas without going inside if the funds weren't available for the hold.
You WILL get the money credited back as soon as the transaction cleared.
Most places do NOT do this on Credit cards and usually it's best to use the CREDIT card anyway.
On a debit card, just like a check, your account could show the funds available at the time of purchase, but pending prior purchases could debit your account below the amount due the business.
It's NOT fraudulent, illegal or unethical for a business to assure they get paid.
