CIC Credit Monitoring ripoff Fraudulent Billing California

I didn't even remember knowingly signing up for CIC Credit Monitoring. I certainly never received anything from them. But I got charged $9.95 twice in Jan. and twice in Feb. Can't some immdiate actions be taken to stop their fraudulent practise?
