I represent the classic car community in las vegas, nv for the last 15 years and i'm a retired police officer. I have put together a very solid R.I.C.O. case against, clark county code enforcers and other county managers and county commissioners.

The powers to be have been doing illegal abatements of people's property, such as classic vehicles, motor cycles, tools and whatever else they want to take, with no warrant which we all know is illegal.

Cindy Lucas is always the one who does the abatement and then the owners property disappear. She uses Metro polic officers to assist her, in her thefts of property and then places an illegal lien on the people's home and that must be paid off in a year or the property is sold at auction to the highest bidder. Usually that buyer rolls the property to a developer, usually for more than double the price.

You say what's wrong with that, well Cindy Lucas has been married four times, all to real estate brokers and she uses her inside knowlege to make a whole lot of money for a whole lot of people.

A little over a year ago, I took all this info to the F.B.I. who had already been working on this R.I.C.O. case, but were happy to get the info, along with meeting with alot of my members, who have been ripped off by Cindy Lucas and her team of crroks, who work for Clark County, Nevada.

By the why, Cindy Lucas has been linked to 74 parcels of property, under 27 different names. The head of the Clark County recorders office was arrested laqst night and search warrants on the business and her home, as records have been disappearing from the county records.

The las vegas sun newspaper is going to do an article on this, with statements from victims and all the documentation, which I put together on this case.

We sure would like to have a lawyer from outside nevada to file a multi-million dollar law suit against about one hundred people and businesses for civil rights violations and much more.

Reader's Comment: "James, please clarify something here..I don't see the connection.. James, I do not see the connection between classic cars and being forced out of your home. Exactly what abatements are you referring to? Please give details." What James is talking about is the fact that these Government empowered employees are working together to literally steal the belongings of innocent people on a daily basis. They are given the title of "Officer" although they are just a bunch of Fat Trolls with no real insight to anything except being a thief under the color of office ! Abatement is the newly appointed description for "Government Robbery". It literally means, "Taking Away" !!! abatement: 1. the act or state of abating or the state of being abated; reduction; decrease; alleviation; mitigation. 2. suppression or termination: abatement of a nuisance; noise abatement. 3. an amount deducted or subtracted, as from the usual price or the full tax. 4. Law. a. a reduction of a tax assessment. b. the termination of a nuisance. c. a wrongful entry on land made by a stranger, after the owner's death and before the owner's heir or devisee has obtained possession. d. a decrease in the legacies of a will when the assets of an estate are insufficient to pay all general legacies in full. 5. Also called rebatement. Heraldry. a charge or mark that, when introduced into a coat of arms, indicates the owner's disgrace. Synonyms 1. lessening, letup, diminution. 2. end, cessation. Diminution in amount, degree, or intensity; moderation. The amount lowered; a reduction. Law The act of eliminating or annulling. 1 : the act or process of abating or the state of being abated 2 : an amount abated : DEDUCTION; especially : a deduction from the full amount of a taxin abatement : subject to termination because of a formal or procedural defect And they key Civil Rights Violation Concerning an abatement is as follows: When the County sends you a notice to remove your belongings from your property, the first thing that goes through your head is, "Yeah, Right" ! It's my property, who the hell are you to tell me to move it ! It's like a joke. Then the County returns and tells you that it's okay, just cover it up or something. They tell you that you're not supposed to have unoperational cars on residential property, but they'll overlook that for now. (It's a lie, you can have two broken down cars on a residential property and the Law says nothing about motorcycles or ATV's) Then they come with a gang of about fifty step-n-fetch-it's, backed by cops wearing full swat clothing and find the smallest reason to take you to jail while they ransack your entire life savings ! ransack: 1. to search thoroughly or vigorously through (a house, receptacle, etc.): They ransacked the house for the missing letter. 2. to search through for plunder; pillage: The enemy ransacked the entire town. 3. to steal goods; take as spoils; "During the earthquake people looted the stores that were deserted by their owners" [syn: plunder] This is the connection in the Author's title describing this report. He was simply stating that the County robbed him for his Classic Car Treasures as well as forced them from their homes. The lien that they place on your property is sometimes more than the property owner can afford after being deprived of any and all of his valuable assets and will commonly cause them total bankruptcy. It's a pattern of destruction that the Authorities fundamentally play on. It's true, not everybody saves money the same way ! People are all different and look at things in their own ways. Some animals collect food for their future and keep it for a civil future. They need that security. Others are ruthless and rely on their brute strength in numbers to attack and mutilate whatever they want to survive. They have no insecurities in such great numbers. They're gang members ! If we were to look at the way Cindy Lucas makes, saves and uses her money, we would say that she is simply a thief with no regard to anybody but herself and her own miserable inter-agency of criminally connected associates ! Beauty is in the eye of the beholder. What appears to be a rusty old chunk of steel on the ground in the eyes of an idiot is actually a $400.00 counter shaft gear from a rare transmission ! When Cindy Lucas pointed at one in my yard and said it was junk, I informed her that it held more value than the rings on her finger ! The annoying part of all of this is the fact that these idiots look at you like you're on crack and they truly believe they're right and you're wrong ! So we're forced with being mocked and belittled by a group of uninformed agents that truly believe that we're idiots. And the Judge that hears your case is right there with them, completely ignoring the facts ! Sometimes you'll hear a story about a Judge that was on top of his game and knew exactly what the victim was trying to resolve, i.e. (Dale Openshaw vs. The City of Las Vegas LVMPD) where the case was railroaded by all the lower Courts that had personal ties with the Police Department. The Supreme Court Justice in that case called an early case conference between the Plaintiff and the representatives for the Police Department. After reviewing the case at a conference table, he asked the Metro Representatives to excuse themselves momentarily to discuss the case with Mr. Openshaw. Justice Lawrence Leavitt's first words were, "You really got screwed here, didn't you ?" He then asked Mr. Openshaw what he was seeking as a resolution to his loss. Mr. Openshaw simply stated that he wanted his belongings back. He was not seeking any compensation for his loss of income, his legal costs, his five years of painstakingly fighting a wrongful seizure case or anything other than getting back what was his in the first place ! Judge Leavitt said, "Well let's see what we can do about getting back your stuff" ! He called in the Lawyers for Metro and told them to find Mr. Openshaw's belongings and return them. If they could not locate the property, they would be responsible for whatever the property was worth. Needless to say, they got it back the next day ! This property was alleged to have been sold at an auction five years earlier ! All of a sudden it appeared at a storage facility in a semi-trailer being kept like a time capsule for future use. The police department knew it was there, but insisted that it was gone until the Judge gave them an ultimatum. So without the option of choosing your Judge, you're playing Russian roulette with who's going to hear your case. People involved in rebuilding old cars professionally are usually individuals with insight. They can look at something all junked out and see the vision of what it will become with their efforts. Unfortunately, their dreams are destroyed by the ignorant minds Employed by the County that have put together a gang of thieves to help them carry out their crimes without any concern of being prosecuted. When they apply for the Abatement Warrants, they are kicking back in the Judges Chambers usually discussing how much they plan on violating the abatement victim ! Their personal friends are the hired contractors that do the labor end of the Abatement. They cover each other's actions without hesitation and live by the code; "Praise in Public, Correct or Criticize in Private" !!! And then to top it off, they get to describe the event in their own words making themselves out to be the Heroes in the matter and the victim to be the Criminal ! They all have a script of carefully selected words and phrases that they commonly use in their reports in an attempt to intimidate the victim into believing that what they were doing was actually wrong. Say that I don't like the ugly Mexican style pottery that the Code Enforcement Officer has on her front porch, or maybe her house is painted to resemble South of the Border. Am I allowed to file a complaint and make her remove it ? Can I just take it and sell it to someone that likes that crap ? No matter how you look at it, anybody that has been served an abatement in Clark Count, Nevada can truly claim to be a victim !!! What can the public do about it ? We can wait for the Second Coming and watch Jesus sort it out. The thing that sucks about it is that if Jesus asked us what we thought would be proper punishment for their crimes, our hearts would feel compassion and we would ask that He fill them with understanding and insight to our world. No good comes from humiliation.

James, I do not see the connection between classic cars and being forced out of your home. I lived in Clark County for 7+ years and was active in politics, so I am fully aware of the scams perpetrated under the guise of law. As far as the lien process, it is easy to file a lien on someones property in NV, however, that just has to be satisfied before sale. They cannot force you out of your property to enforce a lien. That is simply illegal. I have been through this process in Las Vegas. Only the person who owns the collateral can force you out of your home, and that must be with foreclosure proceedings that take a bare minimum of 90 days. Exactly what abatements are you referring to? Please give details.
