I am filing a complaint against Circuit City, Inc. based in Richmond, Virginia. On January 3, 2008, I have placed an online order that included a Panasonic Lumix DMC-LZ7K digital camera and a SanDisk 2GB Memory Stick SDMSPD2048A11 on www.circuitcity.com.

After waiting for a month without seeing the arrival of my online order, I checked the receipt of the order that I printed out during the time of ordering process, I discovered that I have left out the street name of both my shipping address and billing address. Without a street name, this certainly would have made the order undeliverable and unchargeable. Yet, after checking with my credit card company, I found out that I was being charged a totally of $195.05 by Circuit City.

So, immediately I called the Customers Care Department of Circuit City using the number listed on their website (1-800-843-2489) to inquire about my order on the beginning of February. However, the lady on the phone has informed me that the order was shipped using FedEx and it was left on my front door without a signature.

As an experienced online shopper, my instinct tells me that in order for order to go through, the customer has to provide the correct and full billing address of the credit card used to place the order. Without the correct information, the merchant is not allowed to charge the card owner. Furthermore, with a shipping address that does not have a street name, the order couldn't not have been delivered and must had been returned to the original shipper. Clearly that the information provided by Circuit City was very suspicioushow could a 200 dollars worth of order been delivered without a street address and be dropped off at the front stairs without a signature?

After 3 or 4 more attempts of calling the customer service to resolve this issue and demand either a refund or a redelivery of the order from Circuit City's customer service, I have been told by the different customer service associates on the phone that there will be someone from Circuit City contacting me within 3 business days regarding the resolution of the issue every time. Yet, days after days, I still received no call from Circuit City.

Although, I called back to reconfirm my contact information and tried to seek an immediate answer from Circuit City, all I could get was the same answer that they had to look into the issue and there will be someone from Circuit City contacting me within another 3 business days. Until today (9-2-2008), I was finally able to speak with someone in charge, yet all he told me is that there is nothing they can do about this order without any explaining of what went wrong.

I demanded an explanation and requested to speak with someone who's in charge of this kind of issues, and all he told me was that he could not longer comment on this issue and insist that he's the only person that I could talk to. On the phone, I asked for his name and employee number or ID, all I have been told was that his name is something like Derek and he refused give me his employee number or ID and then he just hung up.

The way that Circuit City handled this issues was absolutely ridiculous.

As a former employee of Chase Manhattan Credit Card Customer Service, I would like to share some information. You wrote, "As an experienced online shopper, my instinct tells me that in order for order to go through, the customer has to provide the correct and full billing address of the credit card used to place the order. Without the correct information, the merchant is not allowed to charge the card owner." This is absoutely, 100% INCORRECT. All a merchant (or anyone else, for that matter) needs to put a charge through is your credit card NUMBER and EXPIRATION DATE. Other information may be necessary to properly SHIP an order (and I can't imagine how they would attempt to do that without a street address for you), but you can be CHARGED. I had an argument with a former customer who insisted she had not authorized a charge on her card, she only, "...gave them my card number and expiration date." I advised her that this WAS authorizing a charge, and she insisted it was not as she had not used the term, "I authorize you to charge my account." She did not want to hear that it is not necessary to do this. IT IS NOT NECESSARY TO DO THIS. Just an FYI.
