When you pay by check this is a standard refund procedure. Not only for Circuit City but other major stores also. With the amount of fraud, and the extent that people will go to to defraud stores, they have had to go to this process. I am not saying that you are comitting fraud, just that this policy was put in place because of this. If you wanted the possibility of a refund you should have used your Debit Card, it is tied to your checking account. When you use this to pay, you could have had it refunded back to your account without the 10-14 day wait. If your card has a daily limit you can often call your bank and have them temporarily remove that limit so the debit would go through.
