I see now that you filed TWO reports about this. I gave you some advice on the other report. NOW, I see your situation is a tad more complicated than Hertz simply over charging you. ""Therefore, I paid an outside/inside company to take a monthly payment out of my account to force Citcards to remove the charges."" Really? What company was this? Normally, a written dispute that demands a WRITTEN response is sufficient to have a fraudulent charge reversed. Your situation is compounded by your card being stolen. I'll assume that you have a POLICE REPORT that proves you reported the theft of your card to law enforcement. Without such a report, you're pretty much out of luck. Good luck with it.
