Citizens Shippers Ripped off a Combat Veteran and Hard Working Truck Driver

I drive truck for a living and I joined Citizens Shippers for getting cargo from there listings to haul. When you join they state on the signup page that you have to use your credit card for proof of address and the card would not be charged. After being on the site for a short time it became clear it was a illegal brokering site because the site is not licensed by the US Federal Government as a Motor Carrier Broker and they claim that they have over 800 live jobs posted to witch they are brokering for transportation of property across state lines. This site is promoting illegal drivers that are running uninsured commercial vehicles with unlicensed Motor Carrier and DOT numbers to pickup US Citizens Property  and transport it across state lines placing the unsuspecting shipper at a huge risk.. After seeing this the admin and I did not see eye to eye so I was banned from his site.. After he or she banned me they went back into there unsure database took my ID and Credit Card info and charged over a $125.00. with two by two charges, one small then the $125.00 one.

I confronted citizen shipper they stated in an email that it is for impose fines for a 2nd account under the email address vlmtrucking@ My girlfriend open that account to gather evidence on why and how they could just take my credit card and charge what ever they want. She opened her account 9 days after they took my money so how could these fines I am being charged for be for something that is days away from happening.. That alone make it clear that they are scamming, miss using the site to gain personal & credit information to use later or possible they may be selling this info too.

When Caught citizen shipper States why they took the money>

"After you were suspended, you were in direct violation of customer policy opening a second account, and were therefore liable to us for damages"

Keep in mind my girlfrind open the 2nd account 9 days after the charges on my Visa to invesagte them.. Funny that a thief would screw up that bad on a written statement

We are filing with the local DA, IC3, , and reporting it to VISA and every other place we can. I hope you can stop this thief's before they fine more people out of there hard earned money.

If you can help take this scam site down please contact me.

Richard Obousy CEO of Citizens Shippers team will not admit to such a wrong doing until it get proven in a court of law

I could get past that the site ihas around 85% of the jobs being fake posting to make the site look busy, but the bank fraud I will not sit down and let Richard Obousy CEO CitizenShipper.com and his support team do.

When I confronted Richard Obousy CEO CitizenShipper.com support team about the charges on my debit card I was told by Richard Obousy CEO CitizenShipper.com support team charged my debit card after my account was closed because my friend opened an account on Richard Obousy CEO CitizenShipper.com web site, she opened her's about 2 weeks after my account was closed. ( Crazy, but yes Richard Obousy CEO CitizenShipper.com support team feel I should be okay with that answer).  Richard Obousy CEO CitizenShipper.com support team imposed a fine's of the amount that Richard Obousy CEO of Citizens Shippers team picked for my friend joining there account..

.... The problem with Richard Obousy CEO CitizenShipper.com support team story is that Richard Obousy CEO CitizenShipper.com team charged the debit card over a week before my friend even joined.

In respect to that I feel it is clear that Richard Obousy CEO CitizenShipper.com and his team are nothing more than two bit Internet thief's and they will spin any story to justify there wrong doing. You know as well as I do Richard Obousy CEO of Citizens Shippers team will not admit to such a wrong doing until it get proven in a court of law so I am sure they will try to write some othe BS, I feel people like Richard Obousy CEO CitizenShipper.com and his support team will say anything to save there a*s. and keep the site open as long as they can before someone smarter than me or helps me close it down.. I am just an old truck driver and Navy Vet that could use your support in this matter

See the last 10 BBB Reports, this seems to be a commen problem on Richard Obousy CEO of Citizens Shippers web site.

We appreciate the continued opportunity to respond to VLM Truckings complaints.

We would like to remind VLM Trucking that, in our original rebuttal to the complaints, we offered a full refund of fees, and have attempted to resolve this situation.

We would like to take a moment to address the concerns of VLM trucking regarding our Better Business Bureau reputation, which we feel is being used to justify VLM truckings accusations.

We feel that great emphasis is being placed on the fact that we've had nine complaints in five years of operation, and would like to point out that we've had only one complaint in the last 12 months. All complaints have been resolved amicably, as is our policy.

We encourage VLM trucking to take a look at the BBB report for other companies out there.

For Example:

Amazon.com has had 5,949 complaints

Google.com has had 1,669 complaints

Apple computers has had 3,102 complaints

Clearly these are larger companies, so one would expect more complaints, but it is important to emphasize that even the biggest and most powerful companies receive complaints for one reason or another. Sites like the BBB perform a wonderful role in empowering consumers, and ensuring that businesses are accountable for their performance, and we applaud the BBB, and will continue to have our company registered on the BBB.

In our first few years of operations, we operated a subscription service, where members would subscribe to our site, for a small recurring quarterly fee. In that time we had many thousands of satisfied customers. While we made it very clear on our site that the fee was recurring, a small handful of drivers assumed the fee was a one off fee, and so complained upon seeing charges on their cards three months later. In these situations we refunded the customer, as we appreciae that folks may have signed up in haste, after only scanning the terms. (*Note, earlier this year we shifted away from the subscription based model and are now free for drivers)

As a small company we operate 9-5 Monday to Friday. Many of the BBB complaints were from members who would email us at 8pm on Friday demanding refunds, and then file a complaint with the BBB if we failed to write back to them by Saturday. We felt they jumped the gun, as we are only human and operate on a 'normal' business schedule.

As mentioned above, when these customers filed complaints, we resolved the issues quickly and amicably and returned the funds to the customer.

We feel it highly unjustified that VLM Trucking use our BBB reports to support the false allegations that we are 'fraudsters'. We are a hard working small company, doing our best to keep our many thousands of customers happy, and perform a valuable service to both shipping customers and carriers.

We would like to re-emphasize that we have offered VLM Trucking a full refund any fees they feel were unjustified.

We feel we have attempted to resolve the situation to the best of our abilities.

Once again, we thank VLM Trucking for the opportunity to engage in positive dialogue and look forward to a positive and mutually agreeable outcome.

The number game, OK.

1: I only had oane account

2: Whay did you charge me for Vicki's account over a week before she even opened the account??  Fact

3: I plan to use every legal thing there is to close citizenshipper.com, that is fact.

4 Fact, citizenshipper.com removed funds from my account without legal cause claiming fines for damages to there site because my friend joined citizenshipper.com making it 2nd account for me even though its not my account (ya, makes no since)...

5: Fact,citizenshipper.com charged my card before that friend even joined just proving it was fraud for me  without having to do a lot of work to prove it, ..

6: Fact,  I only gave citizenshipper.com permission to use my credit card for address verification only as it stated on citizenshipper.com web site and then they start running the card for so called fines right up to the point I closed the card.

7: Fact, Better Business Bureau Reports, it seems like citizenshipper.com did not return a dime of any of these people money in the BBB until they filed a complaint and a few still show no resolve  to there issue other than time went by and they gaveup on getting there return.

I feel citizenshipper.com are thief's, since there are a dozen complaints for this smae kind of over charging on the BBB it makes you wonder how many more unreported ones there are.

CitizenShipper - Connecting People with Shipments

#7REBUTTAL Owner of company

Sat, September 20, 2014

We appreicate the opportunity to provide a response to the remarks of Michael Rogers.

There are a number of issues we would like to address

1. Issue 1 - that we are promoting illegal drivers and that we are an illegal brokering site

CitizenShipper was founded in 2009 as a way for normal, hard working folks with cars or trucks connect with small shipments that needed transporting from A to B. Typical examples inlucde parents sending books to their children at college, or a deployed combat veteran attempting to have her pet kitten safely stransported to a family member.

We felt that this was a much needed service, given that a large fraction of vehicles on the road drive empty, contributing to global warming and waste. This was also at a time when gas prices were peaking and so helped normal folk pay for gas for their trip, and perhaps make a little money on the side.

Regarding the specific regulations Michale Rogers speaks of,

The delivery drivers themselves are solely responsible for ensuring their own compliance with applicable state and federal law.  However, we have been advised by leading transportation attorneys that the following registration requirements apply for delivery drivers that engage in the transportation of property for compensation:

                1.            The U.S. Department of Transportation, Federal Motor Carrier Safety Administration (“DOT”) regulates interstate motor carriers of property.  The DOT has two separate registration requirements.  First, delivery drivers (or carriers) operating vehicles with a gross vehicle weight rating of greater than 10,000 pounds are required to obtain a DOT safety registration when operating in interstate commerce (e.g. crossing state lines).  No such DOT safety registration is required for smaller vehicles such as automobiles, pickup trucks, mini vans and most cargo vans.

                 2.            Aside from the DOT safety registration, delivery drivers/carriers that make deliveries on a full time basis in interstate commerce must have an MC registration in order to operate on an interstate basis.  However, delivery drivers that only casually or occasionally make such deliveries are exempted from the MC registration under 49 U.S.C. § 13907(2).  Specifically, this federal law states that no MC registration is required for “the casual, occasional or reciprocal transportation of property by motor vehicle in interstate or foreign commerce not engaged in transportation by motor vehicle as a regular occupation or business.”

                 3.            Both DOT registration requirements only apply to delivery drivers that operate in interstate commerce.  Thus, a delivery driver that operates solely in a single state would not be subject to the DOT requirements.  Moreover, most states are deregulated with respect to registration requirements that may apply to delivery drivers that operate in a single state.

It is the conclusion of our attorney that our operations are fully compiant with federal law, since many of the drivers own small vehicles less than 10,000lbs and transport items infrequently.

We therefore highly object to the damaging claim that we are operating illegally and promoting drivers illegally.

2. Issue 2 - Credit Card Charges

Michael Rogers, registered as VLM Trucking bid on numerous shipments on our site, and won contracts with a number of customers. After bidding on, and subsequently winning these shipments he became legally bound to obligate his commitment to the customers based on the agreements in our terms of service that he agreed to.

Michael and VLM trucking won a total of eight contracts on our site. After winning these contracts he  effectively disppeared, did not answer emails or phone calls from the customers, and failed to ship the items as promised. Both CitizenShipper staff, and the shipping customers made countless efforts to reach Michael, both through phone and email, and none of our messages or voicemails were returned.

This caused massive hardship to our customers who were relying on Michael and VLM trucking to perform their shipments.

Below we have compiled comments and complaints from each of the eight customers regarding the atrocious 'service' VLM trucking and Michael gave them:

-----------------------------------------

1. Contract: Seadoo boat

"Can u pleas let me know what's going on I wanted to have my boat pick up and be here this week end...I have done my part by paying my dispoted now I am still waiting on word when u is going to pick my boat up...I am getting worried that you are not a man of your word,...so I just better call it a lost and try to find some one else...let me know what's is going to do...if I don't hear from you by tomorrow I will just move on and call it a lost.."

2. Contract: four winds 235 sundowner

I have had no luck ever taking to them since the start and I am guessing you cant get a hold of them.

3. 1981 Honda Express Scooter

Thank you.  I had contracted with them but they have not returned calls or emails so have not picked up my item yet.  I will NOT use them.  Would love to have my item reposted to get it shipped.

4. race bike to LA, CA

You have done something to make my driver upset, he is not willing to ship my MC at this time

5. 2 large antique sideboards

I will not use VLM to pick up my shipment. I called them to schedule and they have not contacted me so I will not be using them.

6. Motorcycle Trailer

I really needed to get my item transported soon and this delay is costing me precious time. I would rather have a refund than wait on this person who was supposedly so eager to win my bid that they disappeared right afterward.

7. 17' Nitro 170DC

I have not heard back from driver. I have made several calls to you custom service with no response..

Have sent several emails to driver Vicki T, VLM Trucking with no response.

8. 2 Harley Motorcycles - 2002 Softail Classic, 2008 Electra Classic

I have paid a deposit to these clowns and they took the money and never showed up to ship my motorcycles. How do I get my money back?  Also, these folks have completely ruined a bucket list dream vacation for me which has been planned for 2 years. We now do not have a shipper for our motorcycles so we are not going. I canceled the deal on your site -does this mean I will be refunded my money?  I would also like to leave feedback so he does not do this to others. But since I canceled the deal I can no longer leave feedback. Help!!!!

-----------------------------------------

What I find particulalry heart wrenching is the story of the gentleman who had been planning a bucketlist vacation for the past two years, and needed his motorcycles shipped to him. This was going to be the individuals dream location. The customer had his dream ripped from him because of VLM truckings failiure to honor his obligation to the customer. Michael did not even have the decency to call or email any of the cusotmers.

VLM trucking has caused our customer relations staff nothing short of an absolute nightmare in terms of trying to find these customers replacement drivers. VLM trucking has caused irrepairable damage to our reputation, and has let down numerous customers on our site.

We would be more than willing to reach out to each and every customer who was let down by VLM trucking, and have them state their story here on rip off report.

3. Issue 3 - That we are a "Scam" website

CitizenShipper was founded in 2009 and our team has been working incredibly hard for the last five years to build a useful, and effective two sided marketplace. We have integrated numerous safety features to safeguarge the customers including address and telephone verifications, background checks, and a community policed feedback system. We employ numerous American staff, pay them salaries, and provide a positive culture and working environment for them. We are continually attempting to improve our site, and make it as safe and effective for both drivers and shippers as we look to a new future where technology creates a more efficient society.

We maintain an A rating on the Better Business Bureau, have featured in numerous high profile magazines, for example Discovery News, and have even been engaged in pet rescue activities leveraging the vast network of CitizenShipper drivers to return a lost pet to its owner.

The idea that we are a "scam" website is misinformed, and franky abhorrent to our dedicated and hard working team.

When signing up to CitizenShipper, the transportation provider agrees to take full responsibility for the damages to our company. "Transporter agrees to allow CitizenShipper to apply any and all penalties assessed by CitizenShipper for violations of CitizenShipper terms and conditions at CitizenShipper’s sole discretion to the credit card provided by Transporter."

The fees imposed on Michael were, in our opinion fully appropriate.

With this in mind CitizenShipper is willing to come to an amicable resolution to this issue.

CITIZENSHIPPER PROPOSED RESOLUTION

CitizenShipper offers a full refund of the fees applied to Michaels Credit card provided:

1. He stops posting defamatory and false allegations about CitizenShipper.com’s business practices on the internet.

2. He does not attempt to use our site again in the future, or have an associate sign up on his behalf.

Our vision at CitizenShipper is to create a thriving and valuable marketplace filled with drivers with integrity, accountability and professionalism.
