I would guess, after reading your poorly written report that this is what you're saying happened...right? Is English even a second language with you?
The Colorado PUC is a REGULATORY commission and doesn't do ANY kind of billing. They regulate the utilities in Colorado.
Not sure what you're talking about or who you are reporting.
