Sorry you had such a bad experience with your installation but, your wife or who ever you left in charge for something that was very important to you should not have signed off on the installation in the first place.
If they (the person in charge at the time of the install) knew that the technician was not to drill holes in the side of your house then why did they let them? Maybe they were not clear or did not understand your instructions that you relayed to them since you couldn't be there in person to supervise the technician. Why on earth did they let the technician leave with a wire running out through the window?
As for the dish not being grounded, yes per DTV and CTV guidelines the dish needs to be grounded but its not to prevent lightning strikes from damaging anything. To inform you correctly sir a ground wire specifically the #10 ground wire that comes from either the dish or ground block and is attached to the ground source (ei: cold water pipe, electrical panel, ground rod etc.) is used to discharge any static electricity that may have built up from the wind blowing against the dish it is similar in the concept that when you drag your feet on the carpet with socks on and then touch some on or something metal and you get a shock. The ground wire is used to safeguard your TV and DTV equipment from any possible damage.
The ground wire is also used to protect your equipment in the event that your electrical wires in your house become damage and instead of the unwanted electricity damaging your DTV reciever or Satellite dish it is shunted to the ground circuit in your home.
So sir in conclusion it is your own fault for leaving someone in charge who couldn't handle the responsibility that you gave to them. Next time if you want to supervise a job do it yourself.
