It is illeagal for a company to harass you over a debt. They can send a collections agency to try to collect and take you to court if you don't pay, but they cannot break into your house or call you at all hours of the day. The company (Cox in this case) is also required to inform you when they send your debt to collections. If they are really working for Cox (or a collections agency) the company is going way beyond what is allowed. based on what you are saying, its possible that they are just scammers and have nothing to do with Cox at all. They may just be trying to get you to pay, so they can dissapear with your money. That would explain why Cox hasn't recieved your money, because you have been paying scammers not the real Cox. I have seen this situation happen before and the family lost thousands before the scammers were cought. Call the police and explain this to them. Do not give these people anything, until you clear up the situation. These people should be arrested for harassment. No legit company would do as they are doing. Call Cox at the number listed here: https://www.cox.com/support/?gothere=/billingsupport/ to see if they can shed some light on this. Try to be nice, even though you are frustrated as it will get you further than yelling or accusing.
