April 20, 2012 I walk into the CVS Location located on Gratiot & McDougall on the eastside of Detroit to purchase a prepaid American Express card so that I could make a purchase online. So aftering entering the store I began to ask a female attendant at the store about specifics concerning the possible purchase of this gift card. The primary question i asked was, "If I purchase this card is it rechargeable if i intend to use it again?" The female said yes and i proceeded with a purchase of a prepaid American Express card for 400.00. I made my purchase and began to make my way home. Upon getting home I sat at my computer and go online to make my purchase to discover that the card will not work. Several times i enter the information i get nothing. Time after time declined, declined, declined, declined. So i call American Express in an attempt to see if i did something wrong with activating the card. I actually end up speaking with a very pleasant lady by the name of Mary from AMEX whom i beging to tell how and why I made this purchase. Mary takes my information and reviews the card activity and say it show active but that no attempts have been made to even use the card. So I ask Mary what do I need to do because I am now using a card that does not work. Mary tells me that I need to go back to the merchant whom is CVS. So I go back to CVS whom infos me that I need to deal with AMEX. At this point i am pissed!!! I have 400.00 dollars that I cannot get to that knowone is willing to he me with. I am constantly getting spinned for no apparent reason. So again I go back to the CVS and speak with the Store manager and i began to think, there is nothing states that there is not a no refund on prepaid card posted anywhere except  when you get the reciept after you have made the purchase. When I explained the situation to the store manager he gave me a number to the district manager whom I have not recieved a return call from and also later discoverd from the customer care department at CVS that the District Managers to dont return phone calls to the number that was given to me. I really just want my money back in the end. Honestly I will never again support CVS, wont even walk past one. This is the problem with customer service. it does not exist at all anymore. Even if nothing happens for me I want the world to know this happened.

There is not a single retailer out there that will allow returns on pre-paid debit cards. None. Zero. Zilch. This is the industry standard. If you don't believe me then ask around.

this all sounds like you don't know how to use these cards. First off, does the online merchant even accept AMEX? A lot of people do not. Second, did you register and activate your card through american express yet? Often these cards need to be registered before they can be used. from AMEX's website:

" Purchase a temporary Card at participating retail locations*The temporary American Express Prepaid Card is not available for sale in Arkansas, New Jersey or Vermont. and then order a permanent Card online for the full benefits of the Card "  and

"You can fund your temporary Card with cash at the time of purchase. The temporary Card is non-reloadable, has no ATM access and does not provide other benefits of the Card. Please note that in order to receive the full benefits of the American Express Prepaid Card you must register your temporary Card and order a permanent Card. You can order your permanent Card by clicking Get a Card. Follow these easy steps to order your permanent American Express Prepaid Card:"

It sounds like you need to order your permanent card to get access to what you want to do.
