I submitted my resume to CyberCoders. I am a U.S. citizen with dual nationality currently living abroad. I am not sure, this company is serious as they tried to connect me with companies looking for iOS developers - while in my resume it was clear, my profile is different.
Tried to apply for several jobs related to my experience - so far quite mixed experience to say the least. On one occasion got error from their web site. I never could get rid of feeling, they REALLY DO NOT EVEN READ the resumes.
Contacting them by phone is fruitless, they just can't be reached.
Very frustrating experience so far.

Through this wonderful recession I have applied to many Cybercoders postings.
1) Mostly with zero response and I do not shotgun my resume to 100 random jobs a day. I apply if there is a good fit.
2) I have heard from Cybercoders 2 times.
2a) The first was a request for more information in the form of an email with a multiple choice fill in. This happened about 2 weeks after applying. I did not hear from them again.
2b) I did apply for a job which my resume was a 95% hit and heard from them in less than an hour. The persons name was Daniel. The employer declined to go further because I do not speak Spanish. I still have the email as proof of this.
That being said. Cybercoders may well run a far far looser operation than most recruiting firms and I have no idea if they farm resumes. They may well do this, but I have talked to one of them.
