What do I do?
I have a neighbor that thinks he is in "The Dukes of Hazzard"
He's got this old black "racecar" and races up and down the road. I just know he is going to hit someone. The law has been out there, I have videotaped him and still they can't/won't do anything until they catch him in the act.
So almost every afternoon at 5:00 he "works" on his "racecar" until 8:00, sometimes 9 or even 11:00pm. I live outside of the city limits, so there is no noise ordinance until 11:00pm, and apparently he knows this. We bought this house in August 2005 and the previous owners never said anything about this. Shouldn't they have brought this to our attention?
We have horses and like to go on rides around our neighborhood, but we just can't take that risk of him not seeing us when he's racing around. And it is apparent that the law isn't going to do anything about it.
Any ideas?

There is this house 2 houses from me and some lady bought it and gave it to her son for his 18th birthday. Him and his friends are holy terrors. They race their cars BACKWARDS down the street, Party all night and park where ever they want. Let me tell you what I did. I was getting tired of them just stopping their cars where ever they wanted and leaving the (in the street, blocking driveways, and in front of fire hydrants)and saying "No" when asked to move them so I went and bought a really cheap car (300 dollars and it was worth it.) and waited till they left a car blocking my driveway and backed in to it. It was their fault because they were illegally Their insurence company dropped them after having to pay me 1500 dollars for a car I paid 300 for. As for the racing backwards I pulled the valve stems on their tires. The cops said that if I left 2 dollars(the price of valve stems) it was ok because I paid for "damage". As for the noise if there is no noise ordenence the set up a stereo on your property directed at him and blast barney or pokeman or something at him. Fight fire with fire

I feel for you, T. I actually lived in Sevierville city limits with the noisy neighbors from h#+l. The entire street was terrified of them. They took mufflers off of exhausts and rode atvs around the subdivision property (sooooo loud) night and day. They slept on old sofas and a boat in the yard with tons of teens hanging on the corner and a 10 year old was drinking there with dad from a brown bag. I called the cops numerous times and they were actually irritated at me...I gave them the noise ordinance and they said "so...what do you want us to do about it, carry a meter?" Told me they had had years of trouble from that family. These are the rudest police officers I have ever encountered. They could care less. I live in the county now and even with an 11 pm noise ordinance, they don't care. Fourth of July, small children unsupervised with fireworks all night long. This is such an a## backwards town and God forbid, they say something happens here that's bad. It will never make the paper, including the broad daylight rape that happened down the road here a few weeks ago...never even made the paper, except 2 lines under the arrest column. No, home seller didn't need to disclose that to you, unfortunately. Here, it's buyer beware and the seller may not have been bothered much by Luke Duke, who knows? I would try to sell and hope your buyer is none the wiser, as bad as it sounds. Make it a new listing in the winter when Luke Duke is less likely to be out. Selling at a loss still beats years of stress, though. This area needs a grass roots citizen rising.
