I am a practitioner with  extensive clinical experience in the mental health field who's had a successful practice for over 15 years.  I am writing to report yet another perpetration of abuse of power and corruption by the Arizona Board of Behavioral Health and its infamous ringleader, Deb Rinaudo, as well as her right hand man, Pamela Osborn.  As several others have had the courage to report before me this board seems to have made as its mission maximizing the number of professionals it establishes complaints against to make its very existence credible.  And not only is it determined to find fault via hair splitting but most especially to assume and judge guilt if a complaint is filed by them.

As a result of my experience with them I have come away believing, like others, that they are not
interested in protecting consumers nor in practicing any sort of justice. 
I have read of, been personally exposed to, and directly experienced shaming, humiliating, finger
pointing, ridiculous accusations, and table pounding raging from the ED, Deb Rinaudo.  Which interestingly enough occurred in the presence of her subordinate, Pamela Osborn who not only failed to intervene in the high drama but also failed to blink an eye.    I have witnessed and experienced that guilt is assumed unless you can prove beyond any shadow of a doubt in Ms. Rinaudo's mind that you are innocent. 

If the accused professional is not obsequious and ingratiating they often are punished with sitting for a shaming and uberexpensive psych eval whose results are not even considered in the hearings should they be within the sane, normal range.
And if the professional therapist in question challenges or questions any words, actions, or procedures that the board takes they are further punished with disdain, further secrecy, and obstruction of the processing of the complaint.  I've presently waited over
two years for a decision regarding my case, and this in spite of the fact that I had a highly
experienced and quite savvy attorney representing me.  I now know based on hearing of other
therapists' experiences that a large part of the delay I am experiencing is because I refused to
be railroaded into signing a consent agreement that stated I agreed to my "guilt" in the matter.
I chose this course since I'm unwilling to lack personal integrity not perjure myself:  since I am not
guilty of that of which I am accused.

My attorney was shocked at the barbaric and primitive nature of the board's mentality and the witch hunt flavor of their proceedings.  He/she has represented many professionals in front of a host
of medical type boards, and never experienced the refusal to cooperate, collaborate, nor hear evidence on behalf of an accused professional.  What was even more preposterous is the fraud Deb Rinaudo committed with evidence in my case.   The latter was reported some time ago to the
necessary authorities but no response nor actions have been taken to reprimand or hold the board
nor its ED responsible.

As I've read that no one has ever been successful in getting an answer as to why this board can continue to get away with psychological assault and rape in spite of the effort of many practitioners and attorneys, I also question why their power is so corrupt and so immutable. I don't mean to sound trite but it certainly leads me to wonder who's sleeping with whom or who has slept with whom in the past as these are governor appointed commissions.

 I think the general public as well as fellow practitioners would best be served if those of us who
have suffered at these cruel hands of injustice could screw up our courage, band together, and
perhaps threaten the board, the state, the governor with a class action law suit.  That would
be nominal recompense for wages and or a profession lost, ongoing pain and emotional suffering, attorney's fees, fees for personal therapy . . .

Dear Colleague,

I have felt shamed and humiliated by the Board and Ms. Riunado's tactics as well, and appreciate the validation that I am not the only one to feel this way.  It isn't easy to admit how distressing it is to be at the mercy of someone who is very good at winning, and has been experienced by so many as abusive. 

But I don't think her motivation is to justify her existence.  I think that she attacks us because she convinces herself, based upon profiling, that we are a threat to the public.  Her motives are good.  But I would admire and respect her a lot more if she would combine these motives with a  little less ego and much  more fairness. 

My complaint is that I spent years in recovery and re-training to regain her confidence, and all she has presented to the committee are all of my old issues, using anything she could to prove I was not only unchanged, but worse.  After so much expense, time, and hard work, it was devastating.

Another complaint I have is that the Board conducts investigations and meetings in such a manner that they  devise gross misrepresentations of our character in her consent agreements, violating our constitutional rights, which is more likely to promote the negative self images, impairment,  and lack of confidence that lead to unprofessional conduct, than to protect the public interest.

Ultimately, I believe  our collective voices will prevail.  We just have to keep working on our issues, and gaining the perspectives and knowlege we need to face her with discernement and focus.

To put another way what you are saying.  This Board has nothing better to do than to pick on a certain number of practitioners because they want to justify their existence.  You then claim that the only reason you are in this position is because someone slept with someone else.

In looking at their yearly action reports it looks like AZ has about 5800 licensed professionals, and each year have between 100-150 "actions".  In a quick look at those actions several of them seem to involve Alcohol and DUI, or Unprofessional Conduct(Such as relationships with the patients or Conflicts of Interest).

Now you posted on a Public Web Site so one must ask what have you been accused of and how exactly did that accusation come about.

I wonder if this is another Rita?
