Notary Public's have all the rights to read what they are notarizing. It is well within their right's as well to refuse a notary if they would like. there is nothing saying that they must notarize anything that is asked of them, and although they work for Desert Schools and that is a service they provide, the notary themselves are responsible for what they notarize and can therefore, refuse the right to notarize anything they feel they can not attest to. They don't know you, therefore when it says that the notary is to state that they have notarized your signiature and you seem to be "in a sane state of mind", she is unable to do that. Read the laws regarding Notary Public's and you will get your answers.
