First when your car was stolen did you at anytime contact the police before the police sent you the letter? I ask this because you mention them giving you all of the vehicle information. What did you think they wanted you to do with it?
The next question no where in this report do you talk about them getting you a "replacement" rental. If the car was stolen that makes it seem as if by coincidence you no longer needed a rental.
What about insurance? When you rent a car YOU are responsible for all damages or loss from the time you rent it until it is returned. Your insurance should have covered the stolen vehicle loss, if it does not then this is what their "optional" insurance is for. Yes everyone hates to pay it but in cases like this is when you need it.
Although, if they are only charging you $1600 it seems like this is either the first of many bills you are going to receive, or there was insurance that did cover a majority of the loss.
I would highly recomend that you do not call and definatly do not e-mail them, because the chances of anything good coming out of that is slim. You need to retain an attorney on your own and have them contact the other lawyer.

I think one of the major problems is that you never reported this car stolen to the police. Granted, Dollar doesn't seem to have their act together in this area, but you should have reported it stolen yourself. I'm pretty sure that's what they were expecting you to do with the information they gave you when you called.
While the car is in your possesion it's your responsibility until you return it. Without a report from the cops at the time of the theft, it could look like you just decided to keep the car. You don't have anything that backs up your claim that it was stolen on day 2 of the rental.
Good luck untangling this mess with Dollar.
