About 2 years ago, Dan Allphin bought a house next door to us, and turned it into a 'vacation rental'. Basically, we had to deal with large, loud groups of strangers coming in and out of this property like a hotel. He had ZERO regard for our neighborhood, and all the neighbors here think he is a scumbag, which he is.

Because running a vaction rental is illegal in Washington City, Dan Allphin and Joe Johnsen (the other owner) were charged with multiple counts in violation of city ordinances. They actually hired a lawyer to try to convice the judge that all the hundreds of people staying here were his family. Of course, the judge was not convinced, and a guilty verdict was rendered.  These men are dispicable liars, make no mistake.

Did this stop them from the illegal activity? No. Of course not. They continued on, being charged with more and more violations by the city of Washington, UT. Eventually, they entered a plea bargain to pay a fine with a suspended sentence hanging over their head. Meanwhile, groups of people CONTINUE to show up at the property. They are loud, discourteous, obnoxious and disruptive.

At one point, the MAYOR (Mike Winder?) from West Valley showed up at our door. Yes, had the audacity to knock on our door at almost 9PM at night, to tell us that he didn't want any trouble. Apparently he was given a vacation stay at the house. Isn't that bribery in most people's book?

Currently, there is a group of disruptive, cussing, disrespectful people and teenagers at the property. Guess who is there but DAN ALLPHIN, DON ALLPHIN and their poorly raised children yelling F*** this and S*** that. I have it on video.

Yesterday, three youths from their group described as "gang banger looking kids" perused around the neighborhood and at one time one of them jumped on a neighbors fence and looked into her backyard.

Settlements reached in residential rental dispute

WASHINGTON CITY - Two men accused of violating Washington City ordinances by operating a for-profit vacation home in a residential area without a business license were ordered by Washington City's Justice Court to pay fines and cease use of the home as a rental without proper authorization.

Joseph Fredrick Johnsen, 40, and Daniel Mark Allphin, 42, submitted written pleas in abeyance to Washington City's Justice Court as part of a settlement of the city's legal claims against the Salt Lake Valley-based Re/Max Results Realtors.

As part of the arrangements, Johnsen's appeal of a misdemeanor conviction in relation to the situation was dismissed in St. George's 5th District Court.

Johnsen and Allphin incurred the wrath of neighbors in the Shinob Kibe foothills who reported a high volume of traffic in a small residential area and that large groups of visitors were using the Realtors' 6,300-square-foot home for noisy parties.

The neighbors said the visitors at times engaged in verbal conflicts with permanent residents because they had been coached to expect rude behavior from the occupants of the surrounding homes.

The house rental was priced at $550 per night with a minimum 27-night stay, according to website listings, which showed rentals in lesser blocks of time.

The court ordered Allphin to pay $750 at a rate of $50 per month beginning at the end of January. He made an initial $100 payment received by the court Thursday.

Johnsen was ordered to pay a similar fine, which has already been paid in full.

"The most important thing is that they cease renting the house," Deputy County Attorney Jerry Jaeger said. "In return, the city would move to dismiss any remaining cases."
