Dusty's Flowers Half Order, Dead, Missing Balloon, $217.00 Ruined Birthday. San Antonio Texas

Ordered 6 Orchids (which I order quite often for my wife and they last for months) for my wifes birthday, along with a ballon, for $217.00. What she received were 3 half dead orchids, that were all off color from the website, and no balloon.
I have called the company 3 times and all I receive is an answering service that states they will have the shop return my call.
The flowers I ordered stated:
"Grace. Beauty. Prosperity. And love. These are just some of the lovely qualities attached to the exquisite orchid. So imagine the effect of receiving six stunning orchid plants all at once. Magical, right?
Two brilliant green miniature phalaenopsis orchids, two lavender miniature phalaenopsis orchids and two dazzling white miniature phalaenopsis orchids are surrounded by white river rocks and delivered in a unique crème ceramic pedestal planter. Give someone the royal treatment!"
What she received were two pink orchids that were half dead and one white orchid, and no balloon.
It is sad that the "local flower shop" left the grocery store tag on the flowers that they bought.
Ruined birthday for sure, and no response from the "flower shop."
