eBay Inc. Ripoff with increasing % import tax for amount spent San Jose California

I wanted to purchase a used projector from someone for $80, the shipping ended up being 80$ using ebay's global shipping program, and they automatically include an import/customs charge of 60$ as well, where 90% of the time I don't have to pay customs charges.
I have purchased hundreds of electronics from China and never paid customs once(to Israel) and have purchased monitors and other electronics from the US via eBay and only had to pay customs once.
But here's what is really messed up by ebay: the higher the item costs, the higher % of import/customs EBAY charges! If I wanted to buy something for $100 from someone, another used projector, the import charges jumped to 123$! In Israel I would not have to pay any customs for any item less than $150!
An item that is broken and only for parts, $25 it costs, $50 ebay charges for import/customs, that's %200, where I would not need to pay any import/customs. If I wanted to purchase a new projector for $570, the import/customs cost they charge drops to below %50! only $220. Something is definitely wrong here.
