First of all, Ebay does not discriminate on any one on how much you sell or buy. Ebay is a trade where people can buy or sell by trading. I have been a customer for almost 4years. I think Ebay does a lot of people favors by saving them money. Im just courious, why are you whining over 40 or 50 bucks. Come on, dont you have more money then that. Why dont you fund your bank so you wont have this problems.

First here is Paypals #: PayPal Customer Service agents are available to help you from 4:00 AM PDT to 10:00 PM PDT every day. We must verify the following information with the account holder before we can discuss any specifics about the account. Please have this information available when you call: * The telephone number listed on your account * The last 4 digits of your credit card or bank account registered with PayPal For general PayPal account inquiries, please call us toll-free at: 1-888-221-1161. Ebay doesnt have any number but you can use the live help on their homepage. If in fact you owed Ebay that much money (through legit seller charges), chances are 0% that they will refund it to your paypal. And by not shipping out peoples items you are only hurting yourself since you will receive negative feedback and also people will file complaints and your account will end up closed. If you do not restore your paypal account within a month they will also close your account and send it to a collection agency, I had that happen to me. So be careful. Honestly it sounds like you made a mistake and paid the full amount even though you didn't have it in your account thus making your account go negative. I hope everything works out.
