I arranged to have Empire install carpet in my basement for $1800.  I paid them a $200 deposit and the installers arrived on time on the date chosen.  However, the installers demanded full payment before they would begin work.  I agreed to pay them $1400 before installation and $200 after the work was complete so they could leave my house with full payment when the work was done.  Empire refused to accept anything but full payment up front.  NO CONTRACTOR SHOULD BE PAID IN FULL BEFORE WORK BEGINS.  This is bad policy and provides no protection for the consumer.  I was burned.

No Carpet Installed

No carpet was installed.  After not hearing from the Empire team, I went to Lowes and purchased higher quality carpet for the same price.  Lowes installed it with no problems.

DO NOT PAY CONTRACTOR IN FULL UNTIL WORK COMPLETED!

I agree, payment in full should not be made until AFTER a contractor's work is completed.......this is just poor business.

You didn't state whether or not they installed the carpet. If they didn't, then yes, you were ripped off.  But you say the installers arrived on time on the chosen date.  So that indicates they probably installed the carpet.  Were you unhappy with the quality of the carpet or installation?  Where's the rip off?
