Reasons can vary: 1. As was stated entering incorrect PIN more than 3 times. 2. Card is reported lost or stolen by issuing bank (reason why they would only return a customers card since they can verify it) 3. Sometimes the cards are made with poor quality materials. In any event banks have the right to retain cards from ATM's. They usually destroy them as opposed to sending them back to the issuing bank or card holders (please note I said card holders since you do not OWN the card it is the property of the issuing bank or institution. This bank is not the only one that does it.

The only reason your card was taken by a 5/3 ATM was because you kept putting in your pin number wrong..And this happens at all atm's cross country..Geesh why does the banks have to put signs up telling customers this? Is everyone that dumb that signs has to be put up everywhere for everything.? Like talking to a little kid. If you can't figure out your own pin number than don't use the machine. You should be intelligent enough to know that. It's like putting signs on ladders that say " Don't use this ladder cause you might miss a step and fall down"..They ALWAYS destroy the cards for security reasons. So that why no one can go to the branch and claim your card and use it..Why should the bank or any bank have to put signs up telling customers how to take care of their own account or their cards..If your're old enough to have a checking account, than you are old enough to take care of it. NO SIGNS.
