I've made multiple purchases with credit cards for years and every vendor I go to doesn't check my Id. No wonder Fraud is so prevalent and the fastest growing crime in this country.

NEVER put "see id" on the back of a credit card. Unless it is an Amex card, embossed name does not count.. Signature does. If you put see id... they will check the id of the person that is there and who by then has signed your card. Doesn't do much good, and a credit card is actually NOT valid without a signature. I worked for this company 20 years and have seen a lot of attempted fraud. The most common is a credit card that is fake but has an actual account number embossed on front. These cards will not scan, but will have the thief's name and sometimes actual picture on front. Checking id will not help. I have also seen many where they have somehow transposed a different account number onto their (the thief's) credit card. Meaning, when you scan the card, a different account will be charged. The only way to catch this is to compare the numbers on the card to those that show up on the screen. In your situation... the first scenario is most likely the case and I will tell you why. Their system cannot accept a manual entry unless a swipe attempt actually occurred. You said your card swiped. If your card was there, they would have no reason to manually enter the transaction. It would be easier for the cashier to scan and keep going. Also, with every manual entry, the cashier has to do a hard copy of the card to complete the transaction. If they skipped this step, if would be WAY to obvious that they were involved. Why not just swipe the card and leave no trail leading back to them?? At any rate, proper procedure it to contact your bank and they will submit the necessary paperwork to the company (Footlocker) to do a credit card draft retrieval. It has to be done this way. I understand your frustration, but Footlocker cannot just reimburse you. It is the credit card company that does. If Footlocker is found not complying with acceptance procedures, they will reimburse your bank, not you. Your bank is who you should be dealing with. No one can do much for you at a store level, unless you filed a police report, in which case Footlocker associates may give the police a physical description to the police, that is all.
