Ordered health insurance for my children, this insurance was not to go into effect until after June 1, 2003----Money was not to be taken from my account until after June 1, 2003. This was made very clear to the salesman..

Fortis took the money from my account 3 weeks early, now they are telling me that the refund that I have requested, becasue after receiving the policy I decided to cancell that it will be three to four weeks. This money that was taken early caused undue hardship for me and my family. this was our grocery money.

If they can take the money early and through bank draft surly they can credit my account the same way.

I have not even received an apology from this company or a call to see how they can improve.

I would not even wish my worst enemy this health insurance.

I do empathize with your position.  However, based on the information you provided and my experience in dealing with Fortis/Time as an independent broker, (I've learned over the years to hate all insurance companies.  I can only despise bureaucrats more) I believe in your case the real problem was with your agent.  


Either your agent was not aware of company procedures, or the agent failed to complete the paperwork properly.  Many carriers will draft premiums upon submittal of your application and make a prompt refund if they decline coverage, while others will not draft until they approve your coverage.   

Although I've written thousands of policies with BCBS, I've still written at least 100 through Fortis/Time over the years without such an incident.  Occasionally, with Time as with other carriers I've worked with (and been insured by) situations have arisen whereby my clients were entitled to a refund.  This is a process where the agent needs to be proactive on your behalf as one can get lost in the nuances of insurance company home office Grand Canyons.

I recommend that you find a qualified agent in your area through the National Association of Health Underwriters (NAHU).  Most members of NAHU are very client-centric in their service orientation and are far more knowledgeable in the specifics of health insurance.
