Much is made of “the crooked contractor: ”taking off with the down payment, or not standing behind slipshod work, that sort of thing. . .

What about “THE CROOKED CUSTOMER?” stealing  from the contractors, banks and supply houses?  Theft and fraud  happens more than one thinks, especially when insurance funds are involved.  Some people really think this is FREE money, just to be plucked from the air and used as one sees fit, and that because they pay premiums that they can do what they want with the dough.

Of course, there are ramifications of filing and accepting payment from insurance companies, serious regulatory and legal requirements on both sides.   You would think a licensed Insurance Agent/Producer in multiple states would know better, and they do.  Kenneth and Juanita Olivia Bell are licensed insurance agents in a number or states,  the latest effort was their failed attempt to exploit Obama Care.  They have bios posted on various healthcare and their own websites, and personal comments telling everyone how knowledgeable Ken Bell and Juanita Olivia Bell are at health insurance sales.  The insurance industry is highly regulated and requires licensing in most states.  Yes, these people knew better, yet no amount of personal knowledge or ethical standards were going to stand in the way of what these two wanted.

The writing was on the wall for Genesis Health , a Health Insurance Agency the Bells started after several other failed attempts at business. They were at   600 Grant St #208, Denver, CO,  80203, when this Yelp review was made:  cutandpastelink[yelp.com/biz/genesis-health-denver]. This was around mid 2015.

Kenneth Bell and J.Olivia Bell have also done business at this location: 7500 W. Mississippi Avenue, Suite B-250, Lakewood, Colorado 80226

Both locations used the same number: 303-993-5670.  Another number used is (303) 521-7151.

The Bells were already falling behind on the mortgage payment at their home at 1520 Cook St., Denver Colorado, when the area suffered a brutal hailstorm summer 2015.  They told me after they had talked to their neighbors in September they realized there was a lot of money sitting on the table, and they wanted to take advantage of it. They filed a claim, then hired us to do the repairs, immediately trying to get their large deductible waived, and for us to bill for but not do a number of the repairs. 

Since we are licensed insurance professionals ourselves it was carefully explained that to waive deductibles is illegal, but we would try to get compensation for all the repairs and that they could earn credit by doing some of the work  themselves.  The more work I could get that they could do for themselves would help them defray their out of pocket expense.  But Ken Bell “hates painting,” and simply expected everything to be handed to him.

Their tone changed dramatically after signing the paperwork.  Up to that point, whenever Juanita Bell (at Ken’s coaching) would try to get us to  bill for work not to be completed, we would repeatedly go over the guidelines and what we had to do.  Even when the insurance company

decided to do a reinspection due to the additional items I was billing, Mrs. Bell was still asking if they could get more money for the gutters, billed for but not done.

At this point, J. Olivia Bell was all of a sudden wanting to get started, so 4 days after the contract was signed, the materials were delivered.  When the materials were delivered the Bell’s once again insisted that we waive the deductible, and when we wouldn’t, decided to cancel the contract, the job now conveniently loaded with unpaid-for materials.  At this point the Bells have begun to realize that the insurance check they received had the banks name on it, and they would not be able to take the bank’s money for themselves, that they needed a signed contract from a legitimate contractor to get the insurance money.  They don‘t own the house, the mortgage company does.  And they want their equity fixed.

Being under contract with us meant nothing to these people; since their sole motivation was to take the funds for themselves (3 months behind on mortgage payments alone), they needed a contractor that would waive the deductible and help them collect on the cosigned damages check.  At Ken Bell’s direction (since she doesn’t seem to have much personal sense herself), Olivia Bell sent this email to us, obviously making up contrived and foolish accusations to justify their criminal behavior. Jaunita O. Bell even admits to attempted insurance fraud as the basic reason for Breaching the Contract:

Based on the conversation you had with Ken today and on 3-4 previous conversations we have had with you prior to today that do not match the conversation you had with Ken today, we do not want to do business with you. You sent us a contractor license that doesn’t even have your name on it. You have not returned the documents I asked for that Wells Fargo requires. And, now you are saying we might have to come out of pocket for this roof replacement. I have 3 other quotes from contractors that do not have these kinds of issues. Honestly, you sound quite disreputable and you seem like you are playing games with us.

You are certainly welcomed to send an invoice for the shingles. You will get paid when we get paid. Or you can have your crew come and get the shingles,
