Just kidding...it's not easy to have pity on anyone blowing $1000.00 cash at a casino. But it's your Mom's money and she has a right to do what she wishes with it.
I have been the victim of defective ATM's that do not dispense cash...but the bank charges you for it anyhow. Has a matter of fact....my OWN bank at the time did this to me. (Wachovia/Wells Fargo)
Took about 30 days for the bank to "sort" it out and return the funds. In my case it was not gambling money..but for rent...so it was a set back and inconvenience to say the least. Did the bank cover any late fees due to this...nope.
Not sure in your case if this is a ripoff...or simply a system malfunction as stated...you will find out if/when they return the funds to your account.
As far as all the people who are not aware...well if they don't even notice money missing from their own account due to a faulty ATM worldwide system crash....I guess it doesn't really matter anyhow.
