I hired Mr Wayne Rakshys of Global Horse transporters in New York to move my three horses from Europe to the US when I was offered a job to relocate to the US. My employer offered a maximum amount of $25,000 to pay for the expense of moving the horses and I had no other funds to pay for this. Mr Rakshys agreed in writing to the fee of $25,000 to include everything, and gave me a detailed list which included stabling and veterinary fees to draw samples for the medical tests. I paid the amount in full by wire transfer, as required. Mr Rakshys even said he would give me the same service he gave the Spanish Riding School a few years earlier.

Mr Rakshys's European partner hired a local vet to draw the samples needed for the medical testing. The vet had to return and redo the testing two additional times because the couriers were unable to get the samples to the lab before they expired. The horses's flight was then delayed because the medical results were not finalized in time for the original flight. I was required by the boarding stable to pay for the vet bill, due to the relationship of the people involved, despite the fact that I had already paid Mr Rakshys a price that included this service.

Although the horses arrived safely, Mr Rakshys refuses (six months later) to return the horses's international passports to me, claiming I owe him $600 for stabling. The delays of his company are his problem, and he owes me nearly $2,000 to reimburse me for the vet fees, plus interest, which he also refuses to pay.

The truth is, I have found Mr Rakshys to be an unethical, greedy, and dishonest man who is trying to extort money from me by withholding my horses' passports. The owner of the quarantine facility stated that Mr Rakshys had on numerous occasions refused to pay bills and shorted her, and that this was his normal method of operation. In my opinion, I entirely regret ever trusting Mr Rakshys with my horses and passports, and I advise anyone to use another transport company. It certainly makes you wonder, how much money did Mr Rakshys try to extort from the Spanish Riding School?

Still a problem - four years later

I wanted to update the report to say that four years later, Wayne Rakshys has NOT returned my horses' passports or repaid the $2000 dollars he owes me or the $300 he owes one of the quarantine facilities for the move of my 3 horses.  Do not employ this man or company.  He has tried to change his name several times in various ads.  If he were to return my 3 horses' passports and my $2000, then I would update the report saying so, but he has not.  Now he owes me interest on the money.
