This sounds like you have more of an issue with the site you searched for the car rental through. These "price grabber" sites just do searches based on your parameters and sometimes can be less than accurate in the details of the quotes. They also can search parameters or conditions that you are not allowed to rent under. It sounds like Hertz would have honored the price if you could have gotten to the other location, but because you wanted to(needed to) change it to one you could get to you had to pay the current price for that location. It does not matter if it is across the street or across the state, the location is different. Most likey what happened is that this site looked for any location around the airport, and searched for a price. The location it came up with was probably considered a "local" location and not an "airport" location. The "locals" tend to have better deals sometimes than the "airport", and is probably what you ran into.
