The card company is only allowed to hold the authorization for a specified time and if it is not submitted by the company the funds are released.

This is the responsibilty of the company you ordered from. When you placed the order they proessed the approval request. This put the $408 in the pending status waiting for the company to ask for the money. H&R has no way of knowing if the company is going to request the money or not unless the store tells them. Then H&R could release the pending status and give you access to the money again. If H&R were to release the hold without anything in writing from the company they could lose money. The company could ask for the money that would have to be paid and then you would say the money shouldn't have been sent to them. It's a hassle to have your money tied up but it is the fault of the store and not H&R.
