James "Jim" McNeil of International Electronic Supply, LLC out of Boca Raton, Florida is a proven liar, and now a proven scammer and a swindler who took my money for 45 days and refused to return it to me after the original delivery date had passed. He agreed to pay me interest in writing and he reneged on that too.
I had to post a report here before he would even begin communicating with me again. Please understand that McNeil's "office" is his home at 11413 LEMMOND ACRES DRIVE CHARLOTTE NC 28227; 1-704-573-1897; (704) 545-4002. He does not live in Boca Raton, FL.
Here are posts from a wholesaler forum on some of his shifty escapades and facts about his scam. None of these posts has been written by me, the original complainant, "Victim of 2 lowlife scumbags". Contact me for the actual posts.

Sat Feb 26, 2011 3:49 am I have been emailed the following internet posts of Jim McNeil's. Note that I received a call from another gentleman in January looking for iPads at a very cheap price. He told me they were for a client of his who wanted to purchase the units for high-end hotels. I quoted him a real world price and he never got back to me.
In this post he claims to represent:
I represent the FOUR SEASONS RESORTS AND TRAVEL GROUP in the USA. We have over 200 resort hotels and offices and over 24,000 employees we are interested in purchasing the following VERY SPECIFIC products if you can supply in volume and at the right price.

So the only thing I could come up with was Four Seasons Hotels which if you look at the above, he mentions 200 resorts hotels with over 24k employees

I think I have figured out Jim's game. He is trying to find the "true" supplier of these high end items so he quotes what he thinks is the "true" wholesale price. He is hoping that he somehow lands the idenity of a large Apple wholesale distributor. By quoting his insanely low prices that he is supposily paying for iPhone 4 32GB never locked phones ($228), and asking that if you can beat that price or at least come close as long as you can agree to his payment terms he wants to talk. So if you were the legitimate "true" supplier you would contact him and quote your $400, $500, or even $650 price knowing that he cannot find a lower price. He would then know that he is at the top of the iPhone chain because that price is the lowest he has ever seen and this supplier will follow his payment terms. Basically the current low prices that he is receiving from his supplier is nothing but smoke and mirrors to try and find what he believes is the true wholesale cost of iPhones. Those in the know are sure that a new iPhone costs Apple more then $200 to make and add to the cost that Apple makes the largest margin on their products.
I have seen this approach to finding the "true" supplier of iPhones before via a couple of brokers on Alibaba during the iPhone 3G days.

I received this earlier this morning:
*****, I got info of this guy and he is a confirmed idiot. He came to me some 3-4 weeks back saying that he needs iphone 4 32gb at $215 and ipad 3g 64gb at $220 because his "supplier from shenzen" is supplying at a lower rate. I asked for trade references and he said that "selling apple products is illegal and i dont want to reveal my customer's identity".. I was like WTF!!! Once again, this guy James McNeil is a idiot and probably a scammer. His terms are as follows: order of 50 units via 100% wire upfront 3rd order of 100 units via 100% wire upfront after that all orders of "unlimited units" via 100% wire upfront. I HIGHLY ADVICE YOU TO REMOVE THIS POSTING, TALK TO HIM, ASK FOR POS, TRADE REFERENCE ETC

Jim is a guy I recommended to use ***** services since at the time, my company did not offer iPhones for sale. It is beyond vexacious to know he is doing things unprofessionally. On behalf of ********, I would like to apologize to my fellow members for even recommending ****** to him. I have never done business with this Jim McNeil dude, simply recommended he join ********** since it is the only place I know of, and personally use, to secure actual stock/products.
It is highly unethical, some of these things I read about this cat. Disappointing too. Anyone I recommend is to offer more buyers and opportunities. So again, apologies guys and gals.

I'm not so sure he's been completely "upfront" as he's still looking for a supplier. Brokers, including******* with ***, have been floating his offers since mid February. To date, I don't know of anyone confirming he's delivered a single iPhone order. If he had, we certainly would have heard about it by now.

McNeil let me know today that he is holding true to his word on delivery dates for recent iPhone orders. These dates are at the end of this month. Obviously, his word isnt worth much as were two weeks past that date.
Simply put, Jim doesn't have a supplier and has no clue about sourcing. After I talked to him in mid-February asking how long he'd been using his source and how many transactions to date, how many shipments had been processed, etc (answer is zero to all), defensive mode set in. He suggested I hold off on payment and he would contact me once he had stock to ship me. Needless to say, he hasn't contacted me - so there is no stock.
The fact that he has lied about representing the well-known Four Seasons Resorts brand (http://en.wikipedia.org/wiki/Four_Seaso ... nd_Resorts) should have been another alarm bell. Id love to see a list of the 200 resort hotels he represents (I'm sure he can't , considering the real Four Seasons has fewer than 100 properties. What about his Four Seasons business card/corporate email? Perhaps I represent all AMEX card members since I use AMEX? Maybe he stayed at a Four Seasons. Maybe he's delusional.

"We curently have 2 suppliers that we are happy with..." yet he hasnt supplied a single iPhone to anyone. This is the second lie. Third lie hes bought legitimate iPhones under $300. Need more? I dont know of one truthful statement he has made.

This is now me, the original complaintant/victim of McNeil's scam. Please, everyone, do NOT give this man your money in any way, shape or form. He took our money, and used it for his gain and refused to give it back to us under the original terms of our PO. This is scamming people for the use of their money for his gain. Do your homework and stay as far away from James "Jim" Mc Neil, International Electronic Supply, LLC, and Capital Formation which is another of McNeil's companies. I would not trust one single word that this man says.
Thank God, finally I am not alone here. There are many people out there who would like to expose McNeil for who he really is and what he has done to them. Please, be aware of this guy. Do NOT let him get his hands on your hard-earned money!

First let me say the following:
1. We have been associated and members of Paypal for over Five (5) years and have NEVER EVER had a Complaint or Dispute Report filed against me or the company during that time.
2. We have never scammed anyone on anything and we take offense to this error filled tirade written by someone that obviously seems like they are losing their minds.
3. As everyone knows that has ever done business through Paypal, the BUYER is always protected to get their products ordered or Paypal will refund their money - as long as the Dispute is filled within 45 days of the order date.
Now for the real accurate TRUTH to this Order -
1. Buyer - Timothy Berrier of 1557 E 42nd St., Eroe, PA 16510-3417 was sent an Invoice to sign on Friday February 18, 2011. In this invoice, the Buyer agreed to processing time to be 10-14 business days for the Order Processing, then an additional 3-4 business days for shipping to Int. Elec. Supply offices then normal shipping time to the buyer. This was written in the invoice and signed by the Buyer.
2. Order was placed on Saturday February 19, 2011 for Ten (10) Apple Iphone4 16GB units with Special Order Instructions that they be EU spec-never-locked models.
3. Payment for this Special Order was paid through Paypal in the amount of $6,700usd on 2/19/2011 at 2:05PM-EST. In this Paypal Payment Invoice, the Buyer was again informed of the Order processing time and expected shipping time (business days).
4. The order was officially accepted and processed by our supplier on Tuesday 2/22/2011 since that Monday 2/21 was an official holiday.
5. We were informed that this order was expected to leave the Supplier on or around 3/14 or 3/15 and the Buyer was informed of this.
6. On 3/15, we were informed that the order was to leave the Supplier on 3/17 and the Buyer was also informed of nthese dates.
7. On 3/20 we did recieve shipment but the products were not what was expected and was not what the Buyer had ordered on this Special Order.
8. The Buyer was informed and agreed to an extension to obtain the correct goods as odered and we expected them in our office by 3/28 or so then then shipped to the Buyer.
9. On 3/28 at 8:20AM I was informed by the Buyer that if they didn't have their order that day 3/28 they would expect a refund of their monies or file a Dispute with Paypal to get their money. I immediately contacted Paypal to explain this matter to them and to see what was the best course of action since we had never had a dispute before. Paypal was aware that we had monies paid out to a Supplier that we were expecting goods in from to fill this order.
Paypal informed me to confirm that the goods had not been shipped direclt to the Buyer before I did anything, whci we attempted to do.
10. That afternoon, the Paypal Dispute was filed by the Buyer and we were notified on 3/29.
10. It took us 24-48 hours to ascertain that the Supplier had not shipped the goods direct to the Buyer, as we had requested to save time and we then contacted Paypal to discuss the proper way to do this refund.
11. On Monday 4/04 the refund on $6,700usd was issued through Paypal to the Buyer as promised. Paypal Unique Transaction #9KB12990G12060738.
Without all these claims of rippoff and scam this would have normally been handled in a more calm and proper manner.
Since we have Never Ever had anything else ever filed on our company we wish all to understand the situation and what REALLY HAPPENED - not some false rumors about people and companies, etc. as filed earlier by the Buyer -Timothy Berrier.
P.S. the expected supplier order did arrive but too late to satisfy this particulat buyer.
