This man sent a fake ebay email stating the we had won the second chance offer on the car we had bid on,so we had sent him the money western union. He had picked up the money and now it is gone, and we have no car.

You were scammed. Very common scam that's running around right now. Your only option is to contact the police in the area where you sent a money order to and hope, but don't hope alot because that money is gone. Your major mistakes.. #1 - Did a transaction off eBay. A second chance offer through e-mail cuts eBay totally out of the picture, as well as any protection you have from them. #2 - Sent money Western Union. What insurance did you have on this? None. If you had paid via paypal or another method, you would have at least been able to dispute the charge.
