For at least a year this guy Jonathan Kelvin has been asking my mom to send her money so that he can get to the us. In return he promisses to buy her a house on the lake when he gets here. He contacts her though the internet and always has another story why she needs to send him more money. He claims to have all this money in off shore accounts that he can't get to till he gets here. She has sent him over 4000 dollars and he is still trying to get her to send more. Just yesterday i got a phone call from a collector, saying that my mom has been sending this money and she owes the bank 2000 and change for the money that she has sent this guy. not sure why she owes them but this guy has to be stoped.

You're never going to get this guy to stop bilking your mom. Since she is sending the money voluntarily, there's not much you could do to him.
You really need to attack the problem from the other direction. Like getting your mom to stop sending him money. If she has some problem that makes her not competent to handle her own finances, you could petition a court to assign that responsibility to someone who is capable of handling that. You'd probably need to talk to a lawyer.
